The problem is that in order to get CV you need to finish 5 social policy trees - or put in other words, to earn 30 social policies - and then afterwords build the Utopia Project. The problem as I see it is that achieving a cultural victory (CV) requires you to play extremely focused on culture and only culture, meaning you have to neglect everything else including science and military to get there.
